Subterranea

After large parts of New London all but burnt to the ground in the winter of 1867, a process of salvaging and rebuilding went on. However, when New London's citizens went about rebuilding their city, they didn't go to the trouble of knocking things down and starting from scratch, rather, they left many of the burnt out shells to sink down into the marshes and simply built the new on top of the old. Because of this, some parts of New London are over ten feet further above sea level than they were in the 1800's, and beneath street level are masses of sured-up ruins and even streets that have been built over. These burnt-out buildings have become the perfect havens for the city's Ghuls, and with a little know-how even well informed mortals can get from one side of the city to the other without ever seeing the surface, moving through a network of ruins, abandoned sewers and water courses. Of course, the subterania is officially off-limits to New Londoners, and even those that manage to avoid arrest tend to disappear in the red-brick tunnels, uneven substreets and the blackened, twisted ruins that still cause risks of subsidence and collapse to the newer buildings on the surface.

Most of these substreets exist in the Fountain district, where the fire caused the most damage, and tunnels dug by Ghuls connect these to the Bon Espoir cemetery and even run all the way out to the Fountaine Estate, where Sebastian keeps his lavish cryptorium and libraries.
